Focus on Region-Specific Climate Policies
Sikkim Lok Sabha MP Indra Hang Subba has called for immediate and region-focused climate action, stressing the importance of inclusive policy-making tailored to the unique needs of Himalayan communities. He made these remarks during the All-Party Floor Leaders’ Meeting at the Parliament Annexe Building in New Delhi.
The meeting was chaired by Defence Minister Rajnath Singh and attended by senior leaders including Parliamentary Affairs Minister Kiren Rijiju, Union Ministers J.P. Nadda, Arjun Ram Meghwal, and MoS L. Murugan.
Addressing Climate Challenges in the Himalayas
Subba highlighted the rising impacts of climate change in the Himalayan region, pointing to the increasing frequency of flash floods and related disasters. He urged the government to hold a dedicated Parliamentary discussion on these issues and to develop targeted policies for mountain communities.
He emphasized that “one-size-fits-all” policies are insufficient for India’s diverse regions and called for inclusive consultations in the policymaking process. Subba also proposed the creation of a Parliamentary Committee for the Himalayan region, composed of MPs from Himalayan states and Union Territories, to examine developmental and climate-driven challenges.
ST Seat Reservations for Limboo and Tamang Communities
Turning to political representation, Subba stressed the need for adequate Scheduled Tribe (ST) representation in state assemblies during the upcoming delimitation exercise.
He highlighted the long-pending reservation of assembly seats for the Limboo and Tamang (LT) communities, recognized as STs in 2003 but still lacking proper representation. Subba urged the Union Government to amend the Representation of the People Act (RPA) to enable LT seat reservations.
Additionally, he recommended including remaining unlisted Sikkim communities in the ST category to promote socio-economic equity and political empowerment.

Representing the Sikkim Krantikari Morcha (SKM), Subba assured full cooperation with the government for a constructive and productive Parliamentary session, reinforcing his dedication to climate action, inclusive development, and tribal rights.
